Is charisma a phenomenon of the pre-Cartesian world?

Karl Loewenstein once said charisma “in politics is a phenomenon of the pre-Cartesian world.”

Is this true? Does our post-Descartes tendency to doubt everything lessen the impact of charisma in leaders? If so then to what extent?
